2. Contract Proposal ***Voting May 21-May 24***

The Power Point presentation with all of the details of the proposed contract is attached below. READ THE PRESENTATION CAREFULLY. Pay special attention to the slides outlining the outcomes of the discussion because that is what we are voting on. (Some of the things that were proposed were not accepted;
pay attention to the outcomes.)
Also attached below is a copy of our TEP (Teacher Evaluation Program) Policy and Procedures manual and scoring rubric with all proposed changes highlighted in yellow. (A copy of the current language can be found in the "HSD Resources" section at the left.)

Brief summary of contract proposal (complete details in slide show below). All pieces are voted on as one entity:
  • Article 1: Introduction
    • The contract runs from July 1, 2015 - June 30, 2017.
  • Article 9: Teacher/Student Relations
    • Language added, "All students and teachers will treat each other with respect and have the right to learn and work in a safe environment, as defined by the Student Behavior Guide." 
  • Article 13: Contracts/Compensation Plans
    • The district wrote a memo outlining the current procedure of informing the HNEA President of possible non-renewals by January 15. 
  • Article 17: Compensable and Personal Leave
    • 4 personal days instead of 3 (still a total of 16 days). Two of the days may be taken consecutively without special permission as long as it is not attached to a holiday. (No personal days may be taken attached to a holiday without permission from your principal.) 3-4 days may be take consecutively with permission from your principal. Personal days are not to be used for vacation (not a change). 
  • Article 17: Compensable and Personal Leave
    • The following days will not be charged against the teacher, regarding Board Policy GCBDA: Professional Staff Short-Term Leaves and Absences:
      • School Business Association Leave 
      • Educational Conference 
      • Bereavement 
      • Personal Leave / Option Leave 
      • Religious Observation
      • (These days will no longer count against the board policy that says you cannot miss more than 5 days a month, 10 days a semester, or 20 days a year. Only undocumented sick days will count against that total.)
  • Article 18: Sick Leave Bank
    • You may join the sick bank if you carry over 2 days from the previous year. The district will publish a list of those in the sick bank each year by September 1.
  • Article 27: Workload
    • The district wrote a memo outlining a list of tasks and assessments that will be removed, reduced, or revised for next year. (attached below)
  • Article 27: Workload
    • The district wrote a memo that the window for hiring subs will be increased and that the process for HSD retirees to sub will be easier.
    • Subs only have to accept 5 jobs a semester to remain in the pool (down from 10 whole days).
  • Article 28: Extra Duty
    • Language added, "Every attempt will be made to issue [Extra Duty] contracts prior to the beginning of the event, activity, season, etc."
  • Article 30: TEP (Teacher Evaluation Program)
    • There were MANY changes. They are outlined in the slide show. The Policy and Procedures manual and scoring rubric are attached below as well with all changes highlighted in yellow.
  • Article 35: Right to Representation
    • Language added, "In critical situations where 24 hours advance notice is not possible, the HNEA president or his/her designee shall be contacted immediately to serve as the representative."
    • Language added that if a conference cannot be scheduled during a work day, "No conference may be scheduled to begin later than 15 minutes following the close of the teacher’s assigned school."
  • SALARY: Article 14 (proposed salary schedules posted below)
    • 2015-2016: step increase
    • 2016-2017: step freeze with 1% increase
